Xilinx is definitely pandering to the maker movement and I think it will pay off. Vivado HL WebPACK Edition supports all Artix-7 (7A35T - 7A200T) devices, two Kintex-7 (7K70T, 7K160T) devices, and Zynq®-7000. All Programmable SoC Devices three or four of the smaller Zynq devices (XC7Z7010 - XC7Z7030). That should be more than enough to get the makers moving...
This is huge. Look what the Arduino did for MCU's. This will democratize the technology and give a lot more people exposure to the power of FPGA's. Easy to use low costs development environments will foster adoption in new products.
