Will Data Centers Rule AI?

With the rapid changes in AI and 5G almost everywhere, will not the AI that resides in the data center where the cost of upgrades to hardware, memory and programs can be spread over a much larger base be the best economic value as subscription services are already looking to dominate? Is there any case where this would not be the rule?
