Could you please help me with reading material on PDK development and basics?
Any books, courses, and other reading material links will be very helpful.
Are you interested in finding PDKs online to install? Probably can't help there.
Do you have a PDK from a foundry with an academic program and you need help either installing it or utilizing it? Check the NDA you have, but one or more of us is probably able to help you (at least with generic steps).
Are you interested in developing a PDK based on process details, such as preparing for a job interview in PDK development or learning on the job?

if this is for the job, PDK development is very interesting : you are at cross road with the fab ( integration of the process in the design environment via models, design rules, reliability, parasitics) the CAD vendors (integration of your tech file into their tools : Cadence, Synopsys, Mentor) and designers ( support them to use your techfile with the CAD vendors tools, and optmiziting the features/correct the bug based on their feedback).
Recently we (ARM Research) collaborated with ASU to develop a predictive process design kit for a 7nm technology node. The following open access paper in Microelectronics Journal gives a good overview of the PDK/technology assumptions. If you are affiliated with a University, you can access the PDK for free from the ASU site.
