How will the US government react to Intel executives moving to China and working there? At the same time, did Intel make a big mistake by passing Dr. Bai up for promotion/shoving him aside? Will Dr. Bai be the next Morris Chang and go in and create a high achieving foundry?
Unsurprising fact. The demand of private companies in the USA for such labor competes with the demand of the Chinese Communist Party. This singular entity centrally directs labor acquisition through ambitious offers. "Hua Hong Group, [is] the state-owned parent of Hua Hong Semiconductor". (Pan, 2025) Private American companies guide themselves in response to government herding through subsidies, regulations, carrots, and sticks. PRC's economic advantage here is expediency contrasted with USA's trickle-down guidance. "According to Holger Mueller of Constellation Research Inc., [SMIC's perfection of its 7nm process], if it proves to be true, shows that one effect of the U.S. sanctions has been to send China’s domestic chipmaking industry into overdrive." For the past 20 to 30 years, many Chinese American semiconductor engineers and managers have gone to Taiwan or mainland China to work in the semiconductor industry there. Some of them moved from Taiwan to mainland China after achieving success in Taiwan first.
However, the overall results between Taiwan and mainland China in developing the semiconductor industry are drastically different, even though Taiwan is a small island with limited resources.
This situation won't change just because a mainland Chinese semiconductor company hires one, two, or even one hundred new employees from well-known international corporations.
I am certain that if Morris Chang were to work for a mainland Chinese semiconductor business today, he would be destined for failure too.
