ARM sure has changed since the SoftBank acquisition. Why would ARM do something like this? This is not the company we wrote about in Mobile Unleashed, not even close:

ARM is under fire for the way it attempted to kneecap a fledgling open-source hardware project, and has retreated from its own line of attack after several days. ARM had launched a website, riscv-basics.com, which purported to offer “real” information on the rival ISA. As one might expect, the “information” on display was a bit less neutral than a visitor might hope for. Taking this kind of shot against an open-source hardware project also struck many in the OSS community as being in exceptionally poor taste, given how critical open source software has been to ARM’s overall success and visibility...

ARM worrying about RISC-V is an endorsement of RISC-V's potential.

RISC-V folks should thank ARM for helping them gain visibility and awareness.
 
I vote for arm using their expertise to build Risc-v chips. They'd be giving up the ISA licencing money, but make up for it with the IP licencing of riscv. Right now they risk giving a market opportunity for riscv competition to gain on them. Furthermore, x86 is the real enemy here, not RISC V

I think Softbank pretty much stole the idea from MSFT; hope they licensed the idea.
Even 'folding' their effort is a page straight out of MSFT's book (2004):
