Siemens Government Affairs promotes the company’s interests and influences policies and outcomes at the federal, state, and local level that impact Siemens’ reputation, financial position, and ability to operate. As a senior member of the External Affairs (State & Local) team within the U.S. Government Affairs department, the External Affairs Director will help shape the company’s public policy positions and design and execute government affairs strategies to realize objectives at the state and local level within the East Region.

The State and Local External Affairs Director will be responsible for working with subject matter and business experts across the Siemens business portfolio to develop policies, implement state and local stakeholder management across the executive and legislative branches of government, and drive Siemens engagement with trade and industry associations. The position will work to ensure Siemens businesses stay up to date on critical and emerging state and local government activities, annual budget and appropriation processes, advocate for infrastructure grant funding programs, provide summaries of proposed or passed legislation and regulation, and provide analysis including impacts to Siemens.

The position will be located in Washington, DC or Atlanta with a hybrid remote work environment and ability to travel up to 50%. This State and Local External Affairs Director position is a mid to senior-level role for a person looking to take the next step in their public policy career.

Duties and Responsibilities

  • Monitor, track and analyze emerging regulatory and legislative issues at the state and local level relevant to Siemens businesses. Collaborate with internal and external stakeholders related to emerging and ongoing policy trends. Exercise strong judgement on complex topics at the intersection of business in government.
  • Manage and coordinate external advocacy efforts, outreach programs and key initiatives in concert with Siemens business objectives at the state, regional and local level. Deploy network in key markets, and design and execute state and local advocacy strategies to support U.S. business priorities and grow Siemens’ brand and reputation
  • Work with government affairs, communications, strategy teams, and other Siemens executives on policies and regulations ranging from manufacturing, infrastructure, transportation, workforce development, competitiveness, and other corporate topics.
  • Effectively influence government policy to help increase demand for Siemens businesses. Proactively identify emerging policy and political issues and aid the development and execution of a regional legislative and regulatory engagement strategy, outreach programs and key initiatives
  • Participates in and tracks meetings, legislative hearings and other engagements with business executives and policy stakeholders within the region.
  • Ensure appropriate company participation in government forums and industry group meetings. An on-the-ground manager of the company’s high level, complex, controversial or critical government relationships within the region.
  • Establish and maintain relationships with state and local policymakers and elected officials including Governors, Mayors and other government representatives to advance Siemens’ legislative agenda in support of business priorities.
  • Develop, write and edit information in collaboration with internal stakeholders for policy communication activities. These include briefing memos, presentations, talking points, intelligence briefs, technical reports, thought leadership events, legislative comments & testimony, and social media content.
  • Seek out opportunities to access public funding in support of business interests (i.e. government incentives, procurements, research, P3s). Support public and private sector opportunities, as well as support private sector work that requires government approvals (i.e. planning, zoning).
  • Serve as partner on risk and issues management as it relates to business matters impacting state, regional or local markets.
  • Secure and support elected official site visits and meetings in the U.S.

Qualifications & Expertise

  • 10+ years of public policy experience, including experience at State or local government level, U.S. legislative or executive branch and corporate government affairs.
  • Demonstrated ability to develop strategic political solutions to complex and critical problems.
  • Strong legislative research, legislative tracking, project management and analytic abilities.
  • Experience advocating for public policy issues relating to building and infrastructure design and construction, and advanced manufacturing.
  • Successful record of managing complex public policy analysis and advocacy strategies, including policy communications with senior government officials.
  • Utilizes expertise and existing relationships on the local, state and federal level, as well as across key industries to assist Siemens in moving key business initiatives forward.
  • Must be driven by ownership culture and possess an entrepreneurial spirit and can-do attitude.
  • Creative thinker who is interesting in taking on new challenges and is purpose driven.
  • Successful record of managing complex and wide-ranging public policy analysis and advocacy strategies, including policy communications with senior government officials.
  • Strong business acumen and ability to engage and influence senior executives and high-level government officials with a professional presence and business diplomacy skills.
  • Utilizes working knowledge of relevant national policy, state policy and government affairs issues related to Siemens’ business to proactively identify emerging issues and develop policy and government affairs strategies and messaging.
  • Demonstrated ability to meet deadlines while juggling multiple priorities.
  • Ability to work within cross-functional and matrix style teams utilizing a strong organizational skillset to drive results within complex campaigns and projects.
  • Strong writing and public speaking skills in order to communicate company positions on complex topics.
  • BA or BS degree required. JD, MBA, or advanced degree in an applicable field preferred.
  • Ability to travel up to 50%.

  • The pay range for this position is $175,000 to $215,000 and the annual incentive target is 15% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
