Perhaps a better way would be to have potential US customers prepay the fab capacity.One way to frame it could be Intel licensing to TSMC. It is not Taiwan taking business away from US. Intel Foundry has its chance now. It's all the customers' choice.

If you are an existing TSMC advanced node on N3 or starting N2 and already have multiple past products on TSMC PDK. Why would you risk your future product or even any product and $ upfront on IFS? I’d argue even a 100% tariffs versus a bad PDK and miss your launch window like Canonlake what would you pick ?Perhaps a better way would be to have potential US customers prepay the fab capacity.
