I think you misinterpret decisions required due to failure with poor strategy. No company, including Intel can do what ever it puts its mind to.
As I have said before, Intel was a leader in Mobile strategy, GPU strategy, AI accelerator strategy. Cost effective execution was the weakness.

Interesting. So then TSMC Revenue from Broadcom should be dropping and Google Increasing, correct? I have worked on partnerships like this and who recognizes revenue and when and who holds inventory is always part of the deal.
So do google and amazon make their own chips. Or do they give Inputs to Broadcom who tapeout their chips to TSMC? Historically when I worked on HDD/SSD controllers, the SSD company provided some custom logic but 70%+ was from Broadcom/LSI/Marvell.

Other than HBM they are similar. but the Chip designs are different so its a wafer start issue (Assume cycle time from start to package chip ship of 5 months).
HBM is a modified process of a given node. then there is the real issue of backend assembly and packaging (no flex with DDR)
