It indicates six fabs planned in the site plan filed with City of Phoenix.

That is what TSMC calls a GigaFab. Hopefully TSMC will discuss this at their Technical Symposium next month. If not I will ask.

This is an elegant use of space, very compact. This helps keep costs down.
TSMC experiments with every fab, looking for efficiencies. The theme of this cluster seems to “low square fabs aranged in a quadrangle”
The groups of 2 suggests how the site will expand.
