STMicroelectronics and GlobalFoundries put plans to build factories in France on hold and focus on the Chinese market

In 2022, STMicroelectronics and GlobalFoundries announced that they would invest 5.7 billion euros to build a wafer factory in France. According to the latest media reports, this joint venture project has now stalled.

It is reported that in May 2023, GlobalFoundries announced that the European Commission approved subsidies under the European Chip Act to finance a 12-inch wafer fab for the automotive, industrial, 5G/6G, defense and aerospace markets. As of June 2023, the total cost of the project is estimated at 7.5 billion euros and is supported by France's Bpifrance under the "France 2030" initiative. Despite these commitments, no progress has been made in 18 months. Media reports indicate that the project has been shelved and its future viability is questionable.

Other media reports said that by the end of 2023 and 2024, STMicroelectronics and GlobalFoundries will shift their focus to China, highlighting the growing challenges facing the European semiconductor industry. In October 2024, GlobalFoundries held its annual technology summit in Shanghai, emphasizing its strategic focus on the Chinese market. Mike Cadigan, GlobalFoundries' chief corporate and government affairs officer, emphasized the importance of China, and Kay Chai Ang, the new president of Asia Pacific and chairman of GlobalFoundries China, introduced plans to expand regional business.

STMicroelectronics has also deepened its business in China. In June 2023, the company's CEO Jean-Marc Chery announced a partnership with Sanan Optoelectronics to expand its 8-inch SiC wafer fab. In November 2024, it established a new partnership with Hua Hong Semiconductor, emphasizing the competitive advantages of localized manufacturing.

 
Not a shock. We got a little press release happy after the pandemic fueled shortages. Hopefully we are coming to our senses now that mature fab utilization is dropping. I still think China will flood the market with all of the semiconductor manufacturing equipment they have purchased over the last 5 years. We shall see.
 
Maybe GlobalFoundries could finish the fab they started in Chengdu.
They started around 2017 ... the building was finished ... they were ready to install fab tools ... then canceled it around 2019.
