x86 System Simulation

We need to simulate our proprietary Chipset in an x86 system environment.
While there are several simulators available, we have hard time locating models for the rest of the system that are not 20 years old..
Note: Apparently, those who have them, prefer not to share them.

Anybody can help us?

What is the goal of simulation? To simulate functionalities, or predict performance?
 
To compare performance "before and after".
It is a "proof of concept for the "LAN of Things" Accelerator we design (see the yellow boxes in the document attached in the initial post)
