The Trump administration = transaction based. It's not like Biden is any better, as he mostly kept what Trump did with tariffs and maintained most of Trump's business framework. It looks like America is becoming more China-like in business.
china doesnt wildly change tariff and export license models with major US companies. Only the US does BS like that (trump and Biden). If you ask tech companies today "who is easier to work with ... China or the US" what do you think the answer will be?
On the optimistic side: Trump starts with "we will crush you, then backs off" lets hope that continues.

I am sorry to be blunt but this is such a typical naive Western thinking, that communist China is "easier to work with" and thus "better" than US on this or that. CCP only have one objective which is to take/steal YOUR lunch and make you their slave. CCP seems "nice" to you now because they NEED your technology. Wait till they have it, try and see if they will still be "easier to work with".
As much as I disagree with some of the tactics that Trump/Biden uses, but it does fall on the US gov to uphold national security because unfortunately US tech companies are mostly short-term profit driven, they will sell anything including their soul if you give a good price.

I have worked with China and Taiwan at 4 different companies over the course of 20 years. outsource and as an internal division. We know that IP leaks and we make decisions based on this. We know that they want to train their people to do the work in the future. we are fine with that. Everyone goes in with eyes wide open IMHO. They make some companies very successful while stealing their lunch and making them their slave. If you dont want to work with China I am fine with that.
I am not a national security risk expert. I assume the US government think/know that YMTC having access to 300L NAND is a danger to freedom in the US/world. I am OK with that.... if that is the reason.

Seconding what MKW said - so long as you go in knowing who and what you're dealing with - China in general can be easier to work with. Of course they try to steal your stuff, take your IP: so you must be smart about what risks you take when you outsource to China.
Businesses work with China because they know what to expect - that's why they find it easier. Uncertainty with the US gov is what make business "hard". "Easier" is always a relative term. China, as you say, only has 1 objective - makes them predictable. US gov has >1000 objectives and usually don't know what their real objective is, making them flail around and pursue conflicting policies all at once. This makes them very unpredictable.
I hate all of this from a tsmc investor standpoint. Why is the U.S gov trying to strongarm tsmc when they have already gone over and above building fabs in Arizona.
U.S gov is trying to strongarm TSMC exactly because Taiwan bent over before with ease, and now they believe they can get even more.
This is what each book about negotiations will tell.
What will happen next is they will demand something even bigger, like a complete industry relocation (which is obviously impossible physically) or something else that will not be possible. Once Taiwan says it's impossible, they will likely double down, and break the industry in the process.
