I believe not by an inch, as this is part of the plan. A textbook 1938 reenaction – you get a totalitarian regime, but still with a bit of independent players, it's complex, it can still throw curveballs when treated rudely. It's not a thing with which you go to war – if things will go badly, those can gang up on the leader, and offer his head along with white flag.

He needs complete yes-men in the military to afford fighting badly, and to not to be bayoneted by his own, if he would back off.
