The main goal of any organism or organization is to survive and grow. Utilities at least in my state have a huge investment in power plants and distribution facilities that technology will make as obsolete as land line phones. They won't disappear totally, but there value will be sharply diminished as batteries, solar, wind are combined with sharply increased energy efficiency to reduce the value of the utilities investment in the grid and power plants. They also have a very expensive labor force from top to bottom. The utilities and their employee unions will do everything possible to maintain their position including buying government influence. Many utilities want to impose a disconnection fee or a mandatory minimum bill for a connection. The utilities seem more interested in making money at any cost rather than adapting to a changing industry. They clearly represent what's wrong with America, while Silicon Valley and the tech sector represents what's right. It's sad to see our government for sale to the highest bidder as the PG&E has shown in buying the government as proven in a long trail of emails to the PUC and the contributions of time and money by their employees unions and their sub contractors.
