This delay may put more pressure on Intel and Pat Gelsinger on improving Intel's cash flow under the current 5-year product and fab expansion plan. It can potentially alter Intel's Capex spending scale and speed.
Maybe the real reason Intel doesn't want to do a stock offering now, is that with all that cash, how in the world would Intel get money from the tax payer from the chips act.
