reminder, this if finalizing the agreement, not sending Intel the money. Hopefully they are not paying Intel before they spend the money (Intel spending in Arizona is very well tracked)
I would guess it will take 3-5 years to get the 8.5B in spending..... ie 2-3B per year in Capex reduction
