If TSM can't staff a fab, how will Elon?

If TSM couldn't staff its US fabs without bringing over people from its Taiwan fabs, what chance does Elon Musk have of not only staffing his fabs, but getting the equipment that has very long lead times to equip his fabs? Also, it takes years for established player to build and staff a fab, how long and how much would it cost for him to not only build, but staff a fab?

Remember when everyone worried how we would staff all of Pat's new Intel Fabs?

Plus building a dedicated Fab is not a good idea. Successful companies use foundries for multiple great reasons
