HP and Intel push HPC into new markets

Just read about that Intel hopes to use its Knights Landing Xeon Phi processors to take HPC beyond its traditional niche to new markets including retail, personalized medicine and even police work. And HP, among some other system vendors, is promoting this platform with products to be released later this year.

Is it because Intel was banned to sell Xeon Phi processors to Chinese next gen. Tianhe supercomputer (current gen. Tianhe II tops the top500 list)? I guess these processors are already being fabricated and they have to figure out a way to sell them?
