How long until crime and militaries really start using AI/M if not already?

The vast power coming and rate of increase of AI/ML will certainly pose many opportunities, but also unforeseen dangers and threats. What steps are being taken now to avoid the abuse of the fast-growing power and versatility of AI/ML, if any? What companies might offer the best defenses against the malicious and even criminal use of AI/ML? Are there any international treaties in the works? Any thoughts or observations sought and welcomed.
