Businesses with ecosystems sometimes need a de-facto standards to grow up. In that case, customers tend to align themselves to big firms. That's what happened to x86+IBM PC, resulting in x86 domination and software boom. It's more like people rely on big companies' tools because they can get better support, better manpower who are familiar with them...etc
I have been to Russia for business and found that IP theft runs rampant. Again, if you steal IP rather than develop it your technology journey will be short and bumpy. I also worked with a Ukraine company and found the same. Former EDA and IP employees started companies with compromised IP. It was so blatant that I cut all ties and moved on.
