Why would the stock move 30% if this news was fake?
Because people are morons. Last year Walgreens popped like 28% on a rumor they would have someone buy them and take the company private. Which of course never happened and as far as the public can tell was never something ever in consideration. I don't really see how this is any less out there than Qualcomm is buying Intel, Apple is buying Intel, Samsung is buying Intel, Hok Tan will be CEO, Hok Tan will do a hostile takeover over Intel. The whole thing stinks of market manipulation to me. That or just Wall Street trying to manifest their dreams into reality.
Also JV of this kind reminds me NUMMI JV between Toyota and GM. Did NUMMI go well from GM perspective?
It was GM's best factory by a comical margin and GM trained up a large number of personnel there. The one unfortunate thing is that they penny packeted the Nummi alumni across all of their factories so they couldn't really start making effective change. With that said GM's Greenfield sites had much better luck as the Nummi alumni didn't have to break an existing culture and could do things their way. After the disaster that was the 2000s the old frogies who insisted doing things as they were started gradually retiring and the TPS people finally got to start running the legacy plants the Toyota way. Based on some reading I had to do for a research project it would seem soon thereafter GM's factory performance exceeded Ford's for the first time since literally forever.
 
There are details on rumors (Some foundry spin off and some acquisition/take private) that analysts are publishing..... All of these lead to a much higher Intel price. I know for a fact, the discussions are real.... does anything come of it, who knows? Stock could be 35 or 19 tomorrow and it would make logical sense.

No idea on the option specifics. Anything is possible but in deals like this, it is typical to keep everyone and then consolidate a year or two later. Reminder: there are multiple options being looking at ... not just some tsmc JV plan.
