According to recent news reports, Qualcomm is shifting more manufacturing contracts from Samsung Foundry to TSMC. It's interesting that Samsung smartphone division's success in high-end models will be increasingly linked to Qualcomm/TSMC's success. On the low to midrange models, Samsung smartphone division's success is increasingly linked to Mediatek/TSMC's success.
"In the company's earnings call, Amon said he expects the "relationship with Samsung only to increase," adding that in the latest Samsung Galaxy S22 smartphone about 75% of the high-end chips were Qualcomm chips, up from about 40% in Samsung's last phone, and replacing Samsung chips."

In a way Samsung has to put their Memory, Smartphone, and Display divisions' interests above Samsung Foundry's. A good smartphone sales will not only bring in significant profit but also generate huge volume and revenue for Samsung Memory and Display divisions.
In 2021 Samsung made $51.63 trillion KRW of profit. Samsung IM (IT and Mobile Communications, majority are Smartphones) contributed $13.65 trillion KRW, Semiconductor Division (Memory and Foundry) contributed $29.2 trillion KRW, and Display Division contributed $4.46 trillion KRW. Memory, Smartphones, and Display are three important divisions intertwined to provide majority of profit for Samsung.
Samsung Smartphone Division's competitiveness is very important to the overall Samsung's performance. If there is a need for them to use more Qualcomm/Mediatek chips manufactured at TSMC, I believe Samsung will not hesitate to do that.

I think "relationship with Samsung only to increase," is referring to Samsung Smartphone business, as a Qcom customer.
Not Samsung Foundry, as a vendor.
