What country will lead the world in using AI/ML? Ramifications?

Will the US become the leader in realizing the full potential of AI with both Nvidia and AMD leading AI/ML technology? Are there any other companies on the horizon that will even come close? What other countries are significant customers for AI/ML chips? Will other countries compete in the AI/ML race by using US companies for their AI/ML needs? Will other countries figure out ways of putting AI/ML to their full penitential or will the US lead in this area also? Any thoughts or explanations and expansions on these areas and up and coming companies in these areas appreciated?
