TSMC reportedly building 1nm chip fab in northern Taiwan

The TSMC fab in AZ is 5nm which is a finished node, no R&D required.
I've been a skeptic of this notion, but asking some people I know who either work as engineers in fabs or for semi-equipment companies, they support your view. Some problems do get worked in concert with the R&D centers, but once a process gets running in a given fab the facility is largely independent.

I can also corroborate this. Process wise, their yield learnings and P&P improvements to the node would take a hit but the core tech would still be good to go. The bigger issue would be procurement and all of that other administrative stuff being cut off, and having to reestablish those systems to service any US fabs.
