The Site is built. they should stay. It is not obvious that the delay has anything to do with staffing. TSMC does not need the capacity, why not delay it 1 year? When does Intel plan to ramp its fab? both will ramp in 2025 IMO
Now if the government is giving TSMC headaches with delaying visas, claiming they need to have special review of safety, saying approved water might not be approved, then they need to tell everyone not to build in Arizona until there is a change in policy.
I expect to see additional structure added, as the fab shape is different than in TW, and I think not everything will fit. Which is a big problem; even one tool short is a catastrophe. The same thing is happening at Gigatexas. I wish I knew why fabs have to be long and squat in the USA while they can be tall elsewhere.
