After paying $975 million antitrust fine, Qualcomm is now forming a joint venture with SMIC in China to develop 14nm chips. A report on wall street is here.

China is working aggressively to move into advanced chip design and manufacturing. SMIC is the largest manufacturing facility in China.

Does the collaboration make Qualcomm a good citizen in China? The collaboration can be mutually very beneficial for both.
 
Yes, good post there. They will be late in 14nm chips compared to others, however on usage you never know. Not everyone will start using 10nm or 7nm by then. Today, even 28nm is hot for IoT market segment.

The challenge for any new comer is TSMC, Samsung, or GlobalFoundries might not retire their old nodes' manufacturing capacity after newer node deployed. They will continuously generate revenue using older technology. This will make new comers' life very difficult. From TSMC Q12015 report, TSMC is still making 0.5um, 0.15/0.18um, 90nm, 65nm, and 40/25nm! For 1Q2015 TSMC got 54% revenue from 40nm/45nm or older nodes.
