Is This the time for the US to build fabs? Politics and Business

With even TSM seeing a drop in demand, is this a good time to invest? Also by the time the business turns around could much of the equipment and personnel be a generation or even two behind by the time business turns around? Could the chips act turn into a disaster? The record of the government doing things right in the tech sector is not especially promising as Elon Musk has shown in the space race. It might be better to let the private sector do its job with people who have real skin in the game than government officials who don't. Mixing politics and business has been at best a risky bet. Any thoughts or input on this would be greatly appreciated.
