Can we get the ESD specifications at IO level for HBM, MM and CDM for following technologies from TSMC?
40ULP
28ULP
28HPC+

An addon to this question is
How do I gauge if I need an additional ESD clamp for my IO (e.g. sofics)?
Is it needed by default or do these technologies offer some standard limits?

Likely but these questions have to be answered by your TSMC contact or service partner. This is information typically under NDA and can't be shared publicly. I think common is 2kV HBM but your mileage may vary.
