Critical Materials and World Dependence on China

With China controlling many of the critical materials for the manufacturing of an electronic and electric world, we have reason to worry. The question I have is, that is are there sufficient methods of developing our own supplies or substitute materials in a reasonable time and economic frame? How seriously do you consider this much-overlooked threat? Any thoughts, comments, and possible solutions would be appreciated. The link below shows how dire the world situation could become. Is carbon in various forms a possible solution for a piece of this puzzle?
