China to establish special committee to facilitate chipmaking collaboration with foreign firms

Where there is a will there is a way...... No mention of TSMC though.

BEIJING -- China plans to set up a special organization that facilitates collaboration between domestic companies and overseas semiconductor powerhouses such as Intel to foster development hubs for software, material and manufacturing equipment.

The proposal comes as Beijing rushes to build a domestic supply chain for semiconductors immune to U.S. sanctions. Foreign governments, however, are likely to be wary of this effort, on fears that sensitive technology will be transferred to China.

The organization, named the "cross-border semiconductor work committee," will be launched in the first half of the year. It will be overseen by the Ministry of Commerce, which has jurisdiction over domestic and international investment and trade, in cooperation with the Ministry of Industry and Information Technology. A lab at Tsinghua University, Chinese President Xi Jinping's alma mater that has expertise in semiconductors, will coordinate the effort

 
A sustainable and advanced "commercial" semiconductor industry needs a lot of innovations. And true innovation requires freedom of speech and freedom of thought.

I don't see any exception that a government can build a strong commercial semiconductor industry without meeting the basic requirements just mentioned.

what's the likely outcome? do you think any major semis players going to jump in on this?

Personally I think many companies will join but not a lot will get accomplished. This is based on previous experience with China partnerships and JDAs. But maybe this time it is more urgent so something will get done. Let's hope so.

I also think that China's biggest problem is that they can catch up but basically their culture and society limits them in becoming no.1 because strong justice system and creative are the basic building blocks of successful society.
