Modern chips and electronics have changed warfare forever. The types, size, versatility, ability to sleep for years, land, sea and air, intelligence have increased the number of ways to wage war and cyber-attacks in ways only limited by the imagination. Expect to see more of this in the future and hopefully these technologies don't fall into the hands of criminals and tyrants. Definitely laws have not kept up even close to dealing with high tech weapons and hacking. Imagine the criminal underground deciding to use these methods and equipment.
