Will TSM and Intel make Arizona another US tech center?

With both TSM and Intel planning major fab expansions in Arizona, will this give the US a major new tech center with these planned fabs becoming the seed for a whole new ecosystem and the US but one more major tech center of which it already has many? Could this be the return of the US to chip dominance? Will Samsung be next?
 
Yes. I think it already is, but with several of TSM's key suppliers from Taiwan adding operations in Phoenix, the high tech ecosystem there will only increase. ASU is already strong and growing in this space.
 
Semiconductor industry needs a lot of water and electricity. Can Arizona provide them, especially for the water, in a large scale?
 
I'm sure TSMC has done it's due diligence on water. Most water will be recycled and make up water needs will likely be small enough that it won't be an issue.
 
TSM (at least in Taiwan) is best in class with respect to process water recycling / reuse.

Exactly. The water going into fabs is cleaner going out, absolutely. That was not the case in the 70s and 80s which is one of the reasons why semiconductor manufacturing went off shore. The EPA clamped down on ground water pollution.
