TI and Samsung building new fabs in Texas - Who will work there?

Both Samsung (near Austin) and TI (north of Dallas in Sherman) have started massive construction projects to add fab capacity in Texas. While TI is expanding its 300mm analog capacity, Samsung's fab is reported to include 5nm process technology.
Both of these fabs will need several thousand staff to both build, operate and maintain hundreds of tools and round the clock support. With employment levels >>95% in Texas, the ability to properly staff and train people to run these operations is a great concern.

There was a good discussion of this topic this week in a SEMI-sponsored forum including both Arizona and Texas companies. While a challenge to be sure, there is a lot of local and regional support from suppliers, schools, government and the fabs themself to solve this issue. It will take years to build these fabs out and similar amount of time to get staff ready to support them.
